MN Low Incidence Literacy Project

The Minnesota Low Incidence Literacy Project supports local-level literacy improvement activities that aim to increase the rates of integration of students with low incidence disabilities, as well as decrease the rates of segregation of students with low incidence disabilities. Special education teachers receive specialized training in teaching literacy to students with low incidence disabilities and in partnering with general education teachers to better include students with low incidence disabilities during literacy lessons and activities in the general education setting.

Statement of Need

There is a critical need to ensure students with low-incidence disabilities have access to evidence-based literacy instruction that is both effective and fully accessible. While the science of reading has gained national attention, current resources and practices often overlook research on unique populations and fail to guide the adaptation of evidence-based strategies for students with highly specialized learning needs. This project addresses that gap by providing educators with a virtual hub of specialized training resources, coaching, and model classroom support, equipping them with the tools and knowledge to deliver inclusive literacy instruction in general education settings.

Who Benefits

This project aims to service students with low incidence disabilities, such as those in the categorical areas of Autism Spectrum Disorders (ASD), Blind/Visually Impaired (BVI), DeafBlind (DB), Deaf/Hard of Hearing (DHH), Developmental Cognitive Disabilities (DCD), Physically Impaired (PI), Traumatic Brain Injury (TBI), Severe Multiple Impairment (SMI).
